`migrations/env.py` crashede hvis `DATABASE_URL` indeholdt et
bogstaveligt `%` (fx fra et Postgres-kodeord med et procenttegn) —
Pythons `configparser` fortolkede det som sin egen
interpolations-syntaks. URL'en deles nu via `config.attributes` i
stedet for `config.set_main_option()`.
